CSOs and individuals throughout Europe and Eurasia learn more and more about how to work in a restrictive external environment: seeking new ways of lobbying, mobilising citizens and raising funds. The 2016 edition of the USAID CSO Sustainability Report of Central and Eastern Europe and Eurasia, made each year in co-operation with local partners, found that in many countries, such as Hungary, Russia, Azerbaijan and Macedonia, weakening of democracy was visible.
