16 civil society organizations rejected at a joint press conference the deceiving, arbitrary and destructive proposal published by the government a few days earlier. According to the draft law, any organization that receives more foreign than domestic funds would be deprived of the public benefit status. If these organizations operated fewer foreign-funded programs, then the most needy members of society - children, the disadvantaged, the elderly, the injured - would get less help.
